Founded in August 1998, the College is comprised of Department of Electrical Engineering (master's and doctoral programs available), Department of Electrical Engineering's master's and doctoral programs in Communications Engineering, Department of Computer Science and Information Engineering (master’s and doctoral programs available). Department of Civil Engineering (master's and doctoral programs available), Department of Applied Chemistry (master's and doctoral programs available), Department of Applied Chemistry's master's program in Biomedicine, Department of Applied Materials and Optoelectronic Engineering (master's program available）and Executive Master of Optoelectronic Technology. To pursue excellence in teaching and research, reputable scholars will be invited from foreign and domestic to join the College.

To foster and diversify students' ability and expertise, the College is committed to developing communications and multimedia (e.g. Department of Electrical Engineering and Department of Computer Science and Information Engineering), nanomaterials & optoelectronics (e.g. Department of Applied Materials and Optoelectronic Engineering, Department of Electrical Engineering and Department of Applied Chemistry), natural disaster prevention (e.g., Department of Civil Engineering, Department of Electrical Engineering and Department of Computer Science and Information Engineering and biomedical and analytical technologies (e.g. Department of Applied Chemistry, Department of Electrical Engineering and Department of Applied Materials and Optoelectronic Engineering). Interdisciplinary programs in flat panel display (FPD) and nano-biomedical technology are also offered by the College.
The college hopes to strength our global vision, education quality and competitiveness by actively seeking and research opportunities and academic exchanges with other countries. On top of numerous visiting plans, faculty members and students Exchanges, research collaborations and symposiums that are being constantly held, our master's graduates have even been accepted by the doctoral program of Graduate Institute of Systems Design of Tokyo Metropolitan University, Japan while our doctoral graduates have been accepted by our partner institutes for postdoctoral studies.
